Safety Equipment Requirements
The USCG export inspection pays close attention to safety equipment. It is fundamental to whether the vessel can safely make the voyage. Lifesaving equipment, firefighting equipment, and safety systems must be present, properly certified, and operational.
Understanding certification requirements and confirming compliance before the inspection prevents last-minute scrambles to service or replace equipment. This article covers key safety equipment categories and their certification requirements.
Lifesaving Equipment
Lifesaving equipment includes life rafts, lifeboats, life jackets, immersion suits, EPIRBs, and related items. Key requirements include life rafts serviced at approved service stations within required intervals, typically annual; lifeboat equipment that is complete and functional; life jackets in good condition and appropriate quantity for the crew; immersion suits, if required for the voyage, inspected and serviceable; and EPIRB registered and tested.
Life raft servicing is particularly important. Rafts must be serviced by an approved service station, and the service report must be available for the USCG inspection. If rafts are overdue for service, schedule servicing immediately. Approved service stations exist in major U.S. ports but may have lead times.
The NOAA EPIRB registry must reflect current ownership information. If the vessel has been sold, the EPIRB registration must be transferred to the new owner before the inspection.
Firefighting Equipment
Firefighting equipment includes fixed systems such as CO2, foam, and water mist, plus portable equipment such as extinguishers and fire hoses. Requirements include fixed systems inspected and certified per applicable standards, fire extinguishers inspected, typically annually, and hydrostatic tested on required schedules, fire hoses and nozzles in good condition, and fire pumps, both main and emergency, operating properly.
The USCG will conduct operational tests of fire pumps during the physical inspection. Confirm pumps actually work before the inspection, not in theory, but in practice. Run them and verify proper operation.
Servicing reports for fixed firefighting systems must be available. If systems are overdue for inspection, schedule service promptly.
Navigation and Communication Equipment
Navigation and communication equipment are safety-related because they allow the vessel to navigate safely and call for help if needed. The USCG will inspect radar operation and condition, GPS and electronic chart systems, VHF and MF/HF radio equipment, GMDSS equipment as required for the voyage area, compass and magnetic compass correctors, and navigation lights.
Equipment should not only be present but operational. Test all systems before the inspection. Inoperative equipment will be noted as a deficiency.
Radio equipment must comply with requirements for the intended voyage. Atlantic crossings to West Africa require GMDSS equipment appropriate for ocean areas, such as Sea Area A3 or A4 depending on route.
Emergency Systems
Emergency systems allow the vessel to respond to casualties and survive emergencies. Key systems include emergency generator, emergency lighting, bilge alarm systems, watertight doors and hatches, and steering gear, including emergency steering.
The USCG inspection includes operational tests of emergency systems. The emergency generator will be started and run. Steering gear will be tested, including emergency and backup modes. Bilge alarms will be tested.
Verify these systems work before the inspection. Systems that have been idle may not start on command. Run and test emergency equipment in advance to identify and fix problems.
