GRI 2 – Incomplete or Unfinished Articles:

GRI 3 – Multiple Possible Classifications:
When goods could fall under two or more headings:
(a) the more specific heading prevails over general headings;

GRI 4 – Most Similar Goods:

Classification by Material vs. Function

Many HTS chapters are organized by material—steel articles, aluminum articles, plastic articles, rubber articles. Simple items often classify primarily by what they are made of.
Function-Based Classification:

Resolving Conflicts:
When an item could classify by either material or function, section and chapter notes provide guidance. Generally, specific function-based classifications prevail over general material classifications.
