One of the most common misconceptions about drawback is that refunds take years to receive. While it’s true that standard drawback processing can take 12-24 months (waiting for full liquidation of underlying entries), the Accelerated Payment privilege changes this timeline dramatically.
With Accelerated Payment, CBP processes refunds within 30-45 days of claim filing—regardless of whether underlying entries have fully liquidated. This transforms drawback from a long-term receivable into a predictable cash flow improvement.
Qualifying for Accelerated Payment
Accelerated Payment is a privilege granted to claimants who demonstrate they can be trusted to file accurate claims. The application requires showing that you have adequate systems to track imports and exports, that you maintain proper records and documentation, that you have the financial ability to repay any claims later found to be invalid, and that you have satisfactory drawback claim history (if applicable).
Most qualified claimants with proper broker support can obtain Accelerated Payment privileges without difficulty. The application is submitted to CBP and typically processed within 90 days.
The Bonding Requirement
Accelerated Payment comes with a bonding requirement. Since CBP is paying claims before full liquidation, they require assurance that overpayments can be recovered. The bond amount is typically based on your expected claim volume.
The bonding requirement adds some cost to accelerated payment programs, but for most claimants the time value of receiving refunds in weeks rather than years far exceeds the bond premium.
The CF 4811 Payment Process
For maximum efficiency, many drawback programs utilize CBP Form 4811, which authorizes CBP to pay drawback refunds directly to the customs broker rather than the claimant. The broker deducts their fee and remits the balance to the client.
This approach streamlines payment processing, reduces administrative burden on the claimant, and ensures consistent handling of refunds. It’s particularly effective when combined with Accelerated Payment privileges.
Cash Flow Impact
Consider the cash flow difference: Under standard processing, a $100,000 drawback claim filed today might not be paid for 18 months. With Accelerated Payment, that same claim generates cash within 45 days.
For companies filing regular claims, this acceleration can represent hundreds of thousands or millions of dollars in improved working capital. The time value alone often exceeds the bonding and administrative costs of maintaining Accelerated Payment privileges.
